Migrant SmugÂgling Data and Research: A globÂal review of the emergÂing eviÂdence base presents a unique review of what is being colÂlectÂed and what can be done to furÂther build the eviÂdence base on migrant smugÂgling globÂalÂly. The report is the result of a colÂlabÂoÂraÂtion between the InterÂnaÂtionÂal OrgaÂniÂzaÂtion for MigraÂtion and researchers from a range of backÂgrounds and acaÂdÂeÂmÂic disÂciÂplines, and supÂportÂed by the GovÂernÂment of Turkey.
The report shows that imporÂtant research has been underÂtakÂen on the transnaÂtionÂal crime aspects of migrant smugÂgling, includÂing on routes, smugÂgling orgaÂniÂzaÂtion (such as crimÂiÂnal netÂworkÂing and facilÂiÂtaÂtion), smugÂgler proÂfiles and fees/payment. LikeÂwise, there is an emergÂing acaÂdÂeÂmÂic litÂerÂaÂture on migrant smugÂgling, parÂticÂuÂlarÂly the ecoÂnomÂic and social processÂes involved in smugÂgling, which has largeÂly been based on small-scale qualÂiÂtaÂtive research, mostÂly underÂtakÂen by earÂly career researchers. ConÂtriÂbuÂtions from priÂvate research comÂpaÂnies, as well as invesÂtigaÂtive jourÂnalÂists, have proÂvidÂed useÂful insights in some regions, helpÂing to shed light on smugÂgling pracÂtices. There remains, howÂevÂer, sizeÂable gaps in migraÂtion polÂiÂcy research and data, parÂticÂuÂlarÂly in relaÂtion to migraÂtion patÂterns and processÂes linked to migrant smugÂgling, includÂing its impact on migrants (parÂticÂuÂlarÂly vulÂnerÂaÂbilÂiÂty, abuse and exploitaÂtion), as well as its impact on irregÂuÂlar migraÂtion flows (such as increasÂing scale, diverÂsiÂty and changes in geogÂraÂphy). AddressÂing these sysÂtemic and regionÂal gaps in data and research would help deepÂen underÂstandÂing of the smugÂgling pheÂnomÂeÂnon, and proÂvide furÂther insights into how responsÂes can be forÂmuÂlatÂed that betÂter proÂtect migrants while enhancÂing Statesâ abilÂiÂties to manÂage orderÂly migration.
